Gateway Cities und ihr Hinterland: Weltstädte des Globalen Südens als Knoten in globalen Güterketten

Einige Regionen des Globalen Südens haben in den vergangenen Jahrzehnten einen beträchtlichen wirtschaftlichen Aufstieg verzeichnet. Weltstädte dort verfügen über prosperierende und global wettbewerbsfähige Industrie- und Dienstleistungssektoren. Sie sind Scharniere zwischen der Peripherie und den Zentren der Weltwirtschaft. Wir sind der Meinung, dass die Rolle von Weltstädten des Globalen Südens als Scharniere oder „Gateway Cities“ aus der Ballung transnationaler Unternehmen, angebundener Industriesektoren und Unternehmensdienstleistern sowie adäquater Institutionen und Verkehrsinfrastruktur folgt.

Die Rolle von Gateway Cities und insbesondere ihr Verhältnis zum Hinterland können mittels Kausalmechanismen erfasst werden, die sich auf unabhängige Variablen stützen, die der Weltentwicklungsbericht 2009 anschaulich als Density, Distance und Division zusammenfasst. Wir werden dementsprechend die folgende Kernfrage beantworten: Wie beeinflussen Density, Distance und Division (unabhängige Variablen) das globale Verknüpfen der Peripherie der Weltwirtschaft (abhängige Variable) durch Gateway Cities im Globalen Süden? Unsere Voruntersuchungen lassen erwarten, dass der Öl- und Gassektor in Kapstadt, São Paulo/Rio de Janeiro und Singapur geeignet ist, die Bedeutung der drei Ds zu testen und damit in Verbindung stehende Kausalmechanismen durch explorative Studien zu identifizieren.

Dieses Projekt ist innovativ, weil erstens Density, Distance und Division empirisch und theoretisch kontextualisiert werden. So reagieren wir auf Kritik am Weltentwicklungsbericht und zeigen die Bedeutung eher traditioneller Kausalfaktoren für wirtschaftliche Prozesse – Faktoren, die evolutionäre und relationale Ansätze in der Wirtschaftsgeographie vernachlässigen. Zweitens verbinden wir die Forschung zu Weltstädten und globalen Güterketten. Dabei entwickeln wir die Ansätze aus Derudders und Witloxs Commodity Chains and World Cities fort. Wir überwinden die Loslösung von Weltstädten von ihrem Hinterland genauso wie die unzureichende Einbettung globaler Güterketten. Wir knüpfen außerdem an Forschung zur Standortwahl transnationaler Unternehmen an.
Drittens leisten wir einen Beitrag zur Forschung zu aufstrebenden Mächten des Globalen Südens, deren Rolle als regionale Wirtschaftsknoten und Wachstumsmotoren bisher nicht nachgewiesen wurde. Zusätzlich entwickeln wir eine nicht-staatszentrische Betrachtung, die für aktuelle weltwirtschaftliche Prozesse angemessener ist. Wir gehen viertens methodische Schwächen der Forschung zu Weltstädten und globalen Güterketten an, indem wir mittels der FDI Markets Database der Financial Times und der Zephyr Database vom Bureau van Dijk Ströme messen, die von den Weltstädten, die wir untersuchen, ausgehen oder diese durchqueren. Außerdem wenden wir mit „Fuzzy Cognitive Maps“ eine qualitative Methode an, die es erlaubt, computerbasierte Szenarien zu entwerfen und nahezu intersubjektiv nachprüfbare Ergebnisse liefert.
